With the intention to harmonize with the environment
through its business activities and to realize efficient use of energy,
Osaka Gas has promoted measures to reduce the load on the environment.
In accordance with this policy, the company has adopted "green
purchasing" which considers the factor of "low environmental
load" on top of quality, price and punctual delivery in its purchase
of goods and services. Another consideration is to choose suppliers
who are active in promoting environmental conservation.
As Osaka Gas and its suppliers (including manufacturers of goods)
will be committed to preserving the environment by continued efforts
to reduce negative impacts, this guideline describes basic considerations
with regard to "environmental friendliness". |

| This guideline covers the commodities such as stationery,
office supplies, office fixtures and furnishings, OA equipment, papers,
printing matters, pipeline materials, construction machinery and materials,
vehicles, displays and decoration (hereinafter referred to as "commodities"),
and the construction and maintenance works such as pipeline installation,
machinery installation, electrical work, civil engineering work, and
general construction (hereinafter referred to as "construction")
which are purchased by Osaka Gas. |

Items to be considered in selecting commodities |
|

| The following are the items to be considered in selecting
commodities. |
| 1) Raw materials |
 |
Use of recycled materials or easily recyclable
materials should be promoted, and the amounts and types of raw
materials must be minimized. |
|
| 2) Use of harmful chemicals |
 |
Use of harmful chemicals must be avoided and restricted
substances reduced. |
|
| 3) Easy recycling and reutilization |
 |
Designs for more recyclable types of commodities
must be adopted. Or designs for easily recyclable types of materials
such as separation, degradation, and segregation must be adopted
and the marking about it must be made. |
|
| 4) Durability |
 |
Materials and commodities must have good durability. |
|
| 5) Packing materials |
 |
Volume of packing materials must be minimized,
or they must be reusable or recyclable. |
|
| 6) Energy saving |
 |
Energy consumption both in the manufacturing process
and usage must be kept to a minimum. |
|
| 7) Reducing the environmental load at disposal |
 |
Measures to reduce the disposal by incineration
or by landfill must be taken to lighten the load on the environment,
for example, the use of degradable materials, avoidance of discharging
harmful chemicals, etc. |

Items to be considered in carrying out construction and
maintenance work |
|
|
| The following considerations must be made in carrying
out construction and maintenance work. |
| 1) Conservation of air and water quality |
 |
Efforts must be made to reduce emission of air
pollutants such as carbon dioxide (CO2)
and nitrogen oxides (NOX).
Preventive measures must be taken when water quality may possibly
deteriorate. |

| 2) Reduction of noise and vibration |
 |
Efforts must be made to reduce generation of noise
and vibration. |
|
| 3) Energy and resource conservation |
 |
Use of energy or resources should be minimized. |
|
| 4) Treatment of wastes |
 |
Wastes generated during construction must be sorted
out into reusables and non-reusables. Reutilization of wastes
and reduction of wastes should be promoted. Waste treatment
must be done in accordance with the laws and regulations concerned. |

Provisions for environmental conservation by Osaka
Gas suppliers |
|

| 1) |
Osaka Gas requests its suppliers for a report
on environmental conservation efforts as listed below. Based
on the evaluation of the report, Osaka Gas decides which suppliers
to make purchases from. |

setting of environmental principles and action policy |
| (2) |
setting of corporate organization to administer environmental
issues |
| (3) |
setting of environmental conservation targets and action
plans |
| (4) |
publicity of details of environmental actions |
| (5) |
understanding of environmental load put on through business
activities |

compliance with environmental laws and regulations |

| 2) |
It is advised that suppliers acquire ISO 14001
and other environmental certifications. |

| 1) |
Osaka Gas makes purchases based not only on the
purchase price but also from the standpoint of life cycle cost
with consideration for the environmental load (such as energy
saving, reuse, durability and low impact in disposal). |
| 2) |
Use of low pollutant vehicles is promoted for
delivery, such as natural gas, hybrid, electricity, methanol-fueled
cars. |
| 3) |
These guidelines will be incorporated in individual
specifications of purchase orders I issued by Osaka Gas's different
departments. |
